Random and Obscure Animated Characters That You May or May Not Care About (Entry # 16)

Ok, perhaps this off the wall feature is not amongst the most popular entries, but I feel that this blog has a huge case of the  "I'm So Serious Look at Me I'm an Artist" feel to it.     i didn't recognize him, though. just looking at the image, i though he was from The Snorks.
